Recognizing
the Filipino worker of today as a vital asset of the country and
in response to the need of reliable construction contractors that
would build infrastructure for the growing economy - were the
factors that made Mr. Jolie R. Pelayo,
start JS Contractor in 1977.
With the help of the friends of his parents (the late spouses
Roberto M. Pelayo and Felipa R. Pelayo),
contracts were obtained and completed for building 3 school houses,
2 health centers and (1) road project. This set off events that
culminated in the granting by the Deparment of Labor and Employment
for JS Contractor to undertake the recruitment of Filipino
construction workers for overseas employment, in September 1979,
which significantly coincided with the 2nd anniversary of the
company.
On its first project as a recruitment company, it has deployed
more than 1,200 construction workers in Dammam,
Kingdom of Saudi Arabia, from 1979-81. For the
next decade, JS Contractor has opened into other Middle East countries
such as Bahrain and the United
Arab Emirates. It has expanded into mobilizing and
deploying different skills and positions, particularly in shiprepair
yards, hospitals, hotels, desalination and power plants,
manufacturing, factories and industrial facilities.
Charged with and dedicated to the immense task of giving professional
services to its clients and applicants, JS Contractor was incorporated
on August 20, 1991. The following year, Mrs.
Mary Jean Pelayo Borra took
over the work as President of the company. Under her leadership,
JS Contractor Inc., soared to new heights - venturing into other
labor markets and establishing allied businesses.
It was in June 1992 when JS Contractor Inc. was recognized
as a Lead Agent for Taiwan by the Council of Labor Affairs
in Taiwan and the Phil. Overseas Employment Administration. This
started the quantum leap of the company with the deployment rising
from a modest 500 in 1991 to 1,000 in 1992. It was made possible
by the exceptional ability of Mr. Jackson
T. Gan, Director for Marketing. After two years, seeing
the marked increase in applicants and principals, JS Contractor
came across the opportunity of acquiring a six (6) story building
in Intramuros, Manila, which now serves as headquarters for
its offices and subsidiaries.
The building
was inaugurated in July 11, 1994 and since then JS Contractor
Inc. has maintained its services not only in K.S.A., U.A.E.
and Taiwan, but also opened its market to other countries
- such as, U.K., U.S.A., Qatar, Dubai, Singapore, Brunei, Bahamas
and Nigeria. From 1992 to 2002, the total cumulative deployment
rose to almost 30,000 workers, majority of which are in
Taiwan, R.O.C. The company has consistently been awarded
by P.O.E.A. for the past years as the land-based agency with
the highest number of skills deployed. In the Philippines,
JS Contractor was the first recruitment agency to be certified
to ISO 9002 standards, in March of
1999.
It is the only recruitment company where the management has not
changed hands from the time of its inception. The organization
boasts of its present staff of 120 employees, who are directly
involved in the recruitment and selection of workers, all dedicated
and honest people who have long years of experience in the industry.
Its office facilities are within international standards, having
spacious interview rooms and covered waiting areas, fully equipped
with the latest technology in video interviews, computerized operations
(thru Local Area Network) in the sourcing and processing of applicants
- all designed to meet the requirements of its clients. Through
the establishment of a branch office in Cebu
City, (2nd largest city in the Philippines) in 1997,
JS Contractor has strengthened its foothold in nationwide pooling.
Now on its 25th year, with MRS.
MARY JEAN P. BORRA as President, the company
aims for a brighter and dynamic path towards progress for clients'
satisfaction. Its thrust is to take care of the Filipino workers
so they can be the best in their employment. With the launching
of its website and the computerized interactive
recruitment information systems (IRIS), both the principals
and the workers, will gain access to their present requirements.
In this way, it ensures the company's growth and stability for
the future.
